Zelensky Updates the National Security and Defense Council
President of Ukraine Volodymyr Zelensky has changed the personal composition of the National Security and Defense Council. The corresponding decree No. 677/2026 was signed by the head of state on July 31. The document came into force from the date of publication.
The Prime Minister of Ukraine, Serhii Koretskyi, entered the NSDC. Also joining the Council as members are Minister of Internal Affairs Ivan Vygovsky and Commander-in-Chief of the Armed Forces of Ukraine Mykhailo Drapatyi.
Zelensky included in the NSDC the Minister of Economy and Environment Oleksandr Kravchenko, Minister of Justice Denys Maslov, First Deputy Head of the Security Service of Ukraine Oleksandr Poklad, and Deputy Minister of Defense Yevhen Khmara.
Furthermore, the personal composition of the Council has been approved with First Deputy Minister of Foreign Affairs Andrii Sybiha.
At the same time, former Minister of Internal Affairs Ihor Klymenko, former Prime Minister Yulia Svyrydenko, and former Commander-in-Chief of the Armed Forces of Ukraine Oleksandr Syrskyi were removed from the NSDC.
Aleksey Sobolev and Mykhailo Fedorov also ceased to be members of the Council.
The changes were made to the decree of July 19, 2025, which previously approved the composition of the National Security and Defense Council.
The NSDC is a coordinating body under the President of Ukraine on matters of national security and defense. It consists ex officio of the Prime Minister, the Ministers of Defense, Internal Affairs and Foreign Affairs, and the Head of the SBU. The personal composition of the Council is formed by the President.
