In Kyiv, 274 million UAH will be spent on a rehabilitation center: inflated prices found in the estimate
The Construction Department of the Desnianskyi District State Administration of Kyiv ordered the reconstruction of a building for a center of social and rehabilitation services for 274.09 million UAH.
The contract was signed on July 23 as a result of the tender with the Vinnytsia company "Construction Company "Monolit Plus". This was reported by "Nashi Groshi" with reference to the Prozorro system.
The non-residential building at 3 Mykoly Zakrevskoho Street in Troieshchyna is to be reconstructed. The completion of the works is planned by the end of 2029. In 2026, 25 million UAH from the local budget were allocated for the project.
The center will be designed for the simultaneous stay of 166 people. It plans to create departments for day care, early, physical, professional, social and labor rehabilitation, as well as a social patronage service.
Services will be provided to children aged three to 18 years and young people from 18 to 35 years.
Inflated prices found in the estimate
Journalists compared the cost of individual building materials with market offers and found a possible overpayment of approximately 2.4 million UAH.
In particular, reinforcing steel of various diameters was included in the estimate at 51,040 UAH per ton. At the same time, in the open prices of other suppliers it was offered at approximately 37-39 thousand UAH per ton.
Wire reinforcement with a diameter of 4 mm was valued at 108 UAH per kilogram. The market value cited by journalists ranged from 33 to 41 UAH per kilogram. Only on this item the likely overpayment may exceed 1.8 million UAH.
At the same time, the investigation emphasizes that the prices for most other materials were close to market ones.
Only one company came to the tender
"Monolit Plus" received the contract without competition, since no other participant applied for the open bidding.
Among the requirements for the applicants was the presence of at least 15 workers, four engineering and technical employees, special equipment and experience in performing construction work.
The participant also had to provide information from "Diia" about the current reservation of conscripted employees or documents confirming the grounds on which they are not subject to reservation. The winning company had 27 out of 54 conscripted employees reserved.
The company was registered in 2025. Since then, it has received six state and municipal contracts totaling over 295 million UAH. The contract for the reconstruction of the rehabilitation center became its largest.
