Ministry of Defense outlines conditions for reserving employees of defense industrial enterprises
Enterprises of the defense-industrial complex must confirm their critically important status at least once a year, which allows the reservation of conscripted employees.
As explained by the Ministry of Defense of Ukraine, the justification must be submitted to the body that previously recognized the enterprise as critically important for meeting the needs of the Armed Forces and other military formations.
The appeal must include the USREOU code, legal address, main activities, details of the head, and grounds on which the enterprise meets the established criteria. Documents confirming the fulfillment of defense orders or participation in the production of goods for the Defense Forces must be attached to the application.
Depending on the enterprise category, the following may serve as confirmation:
- information on existing government contracts and deliveries of defense-related products;
- documents on participation as a subcontractor in contract execution;
- copies of contracts, orders, and work completion reports;
- financial or statistical reports for the latest reporting period;
- grant agreement and confirmation of receipt of funds;
- documents on the status of a Defence City resident or manufacturer of explosives.
Information on government contracts and deliveries must be agreed with the government customer. Subcontractors must also obtain confirmation from the main contractor.
After reviewing the documents, the authorized body makes a decision to confirm the status or revoke it if the enterprise no longer meets the criteria. An extract from the relevant order is sent to the Ministry of Economy for entry into the system through which the reservation of employees is carried out.
The reservation itself is arranged by the employer via the “Diia” portal. The employee cannot submit an application for a reservation unilaterally.
