Official of Khmelnytskyi Regional Military Administration suspected of 1.1 million hryvnia bribe

The Security Service of Ukraine and the Office of the Prosecutor General reported exposing the deputy head of the Khmelnytskyi Regional Military Administration, who is suspected of receiving kickbacks for concluding road repair contracts.

Law enforcement officers do not name the suspect, but according to sources, it is Vladyslav Faliush.

According to the investigation, the official received illegal benefits for facilitating the signing of contracts with road construction companies and the allocation of budget funds for the execution of works. The kickback amounted to 5% of the total value of each contract.

Law enforcement officers claim that for the agreed amount, the deputy head of the regional military administration guaranteed the contractor the conclusion of a contract for the repair of interregional highways. He involved the head of the relevant state institution in the alleged scheme.

Employees of the Main Internal Security Department of the SBU documented the official's negotiations with a representative of the contracting company on the transfer of 1.1 million hryvnias. According to the special service, parts of this amount were transferred in stages throughout June 2026.

The SBU stated that the alleged scheme involved the use of budget funds allocated for the restoration of roads. Law enforcement officers have so far not specified the total value of the contracts and the amount of possible damage to the state.

Participants in the proceedings were notified of suspicion under part 3 of Article 368 and part 3 of Article 369 of the Criminal Code of Ukraine. These articles provide for liability for receiving illegal benefits by an official holding a responsible position, as well as for offering, promising or providing such benefits.

Currently, law enforcement officers are deciding on the choice of a preventive measure for the suspects. If found guilty in court, they may face up to 10 years of imprisonment with confiscation of property.

The investigation is also checking the possible involvement in the crime of one of the heads of a law enforcement body in Khmelnytskyi region and other representatives of local self-government bodies.
