Zelenskyy introduces new sanctions against the Russian military-industrial complex, with a company from Lviv region on the list
President Volodymyr Zelenskyy has enacted the National Security and Defense Council's decision on sanctions against 23 companies and 20 individuals who, according to the President's Office, produce or supply equipment and components for the Russian military-industrial complex and security forces. Among the legal entities is an enterprise registered in Ukraine.
Zelenskyy signed Decree No. 704/2026 on August 3. The document puts into effect the decision of the National Security and Defense Council of July 2, adopted on the proposals of the Security Service of Ukraine. The decree came into force on the day of publication.
Analysis of the annexes to the NSDC decision shows that the list of legal entities includes 20 companies from Russia, two from Belarus and one from Ukraine. The Ukrainian enterprise is the Joint Venture "Boryslav Oil Company" in the form of a limited liability company.
The company has the USREOU code 22402928 and is registered in Boryslav, Lviv region, at the address: 28A Shkilna Street. The decree and annexes do not explain which specific activity of the enterprise became the basis for inclusion in the sanctions list.
All 20 individuals listed in the first annex are citizens of the Russian Federation. The President's Office called them connected to companies that work for the Russian defense-industrial complex and help circumvent restrictions.
Among the sanctioned enterprises are also the Russian Morozov Plant, "Salyut-27," "OboronStal," "Spetselektronkomplekt," "Aurum" and "BPLA-Ural," as well as the Belarusian companies "Kidma Tek" and "Tissa."
According to the President's Office, the Morozov Plant produces explosives, rocket fuel and materials for missile systems, including solid-fuel charges for engines of "Iskander-M" ballistic missiles. "Kidma Tek" manufactures optical devices and air defense equipment, and also repairs aviation and anti-tank guided missiles.
The sanctions include asset freezes, complete cessation of trade operations and transit, suspension of economic and financial obligations, revocation of licenses and permits, prohibition of state and defense procurement, transfer of technologies and intellectual property rights. Most restrictions are imposed for ten years, deprivation of state awards is indefinite.
The Ministry of Foreign Affairs must inform the European Union, the United States and other states about the new sanctions package and raise the issue of introducing similar restrictions.
