Ukraine has received almost $200 billion in budget support from partners - NBU

Since the beginning of the full-scale war, Ukraine has received almost $200 billion in direct budget financing from international partners. This was announced by National Bank Governor Andriy Pyshnyi after a meeting of Ukrainian ambassadors with the participation of Finance Minister Serhii Marchenko. 

For comparison, at the end of June, the Ministry of Finance estimated the total amount of international budget support since 2022 at almost $180 billion. These funds are directed to financing social protection, education, health care and other critical state expenditures. The NBU's new estimate is about $20 billion higher, but Pyshnyi did not give its detailed structure.

According to the NBU governor, the Ukrainian authorities and diplomats are working on creating a long-term system of international financial support. Partners increasingly view financing for Ukraine as a contribution to the security of the whole of Europe.

Pyshnyi stressed that Ukraine should position itself not only as a recipient of aid, but also as a provider of security, practical experience and expertise for the countries of the European Union.

In particular, there is growing demand from foreign central banks for technical assistance from the NBU. Last year, the Ukrainian regulator held 28 relevant events - 1.3 times more than the year before. Since the beginning of 2026, 32 events have already taken place.

The NBU is also involved in preparing sanctions against Russia. According to Pyshnyi, a significant part of the directions included in the 20th EU sanctions package was previously processed by the separate sanctions policy department of the National Bank.

The NBU governor said the regulator will continue to use the professional trust of international partners to maintain stable financial support for Ukraine.
