"Diia" will start recommending available payments, benefits and programs to Ukrainians

The Ministry of Digital Transformation plans to move from a simple service catalog in "Diia" to a proactive model, where the system itself will determine available government programs for a person. The first such service is planned to be launched by the end of 2026.

The new Minister of Digital Transformation, Oksana Ferchuk, spoke about this in an interview with "Economic Pravda". She also named the launch dates for the Ukrainian language model, announced the development of a civilian analogue of Brave1, and explained the postponement of the electronic excise duty reform.

How proactive services will work in "Diia"

The new model implies that the user will not need to search for all the services and programs they are entitled to on their own. The system will analyze information already available in state registers and offer relevant opportunities.

For example, if a person is studying or has a certain social status, "Diia" will be able to notify them about available assistance, benefits or government programs.

According to Ferchuk, the team is still determining how the recommendations will work. They may be not only push notifications, as a large number of messages can irritate users.

The first proactive service is planned to be launched by the end of the year, after which the Ministry of Digital Transformation will assess its effectiveness and the audience's reaction.

However, holding elections through "Diia" is not part of the ministry's roadmap. Instead, the platform used by about 24 million Ukrainians is planned to be more actively used for surveys and collecting proposals for the development of government services.

When the Ukrainian language model will be launched

By the end of December, the Ministry of Digital Transformation plans to prepare a test version of the national large language model - LLM. They want to make it publicly available for testing in January 2027.

The model is being created jointly with "Kyivstar" based on Google's open-source Gemma 3. It will be additionally trained on Ukrainian texts, terminology, historical and cultural context.

The LLM is to become the basis for future government services, defense developments and products of Ukrainian businesses. At the same time, no separate interface in the "Diia" application is planned for the first test version.

Civilian analogue of Brave1 and Diia.City Invest

The Ministry of Digital Transformation also wants to use the experience of the defense cluster Brave1 for the development of dual-purpose technologies and civilian products. The goal is to create a startup support ecosystem that will work on similar principles, but outside the purely defense sector.

Potential investors and donors for new projects are planned to be sought abroad, particularly in the USA. Negotiations with them should intensify in the autumn.

During the same period, the government wants to form the legislative basis for Diia.City Invest. The mechanism should open up more opportunities for Ukrainian and foreign investors to invest in domestic startups.

Ferchuk does not plan to change the overall course of the Ministry of Digital Transformation. The ministry will continue implementing the WinWin 2030 strategy, but it will strengthen the areas of artificial intelligence and dual-use technologies. The deputy ministers are also not going to be changed for now.
