Energy storage operators will be able to sell electricity without a supplier license
Operators of energy storage facilities will be able to sell accumulated electricity to individual consumers without obtaining a supply license. The respective amendments to the Retail Market Rules were approved by the NEURC.
The simplified procedure will not apply to all transactions. Sale of electricity without a license will be allowed to consumers whose electrical installations share a common point of connection to the electrical grid with the energy storage installation.
Sales will be carried out under a sales contract. The mandatory condition is the organization of commercial electricity metering in accordance with legal requirements.
If these conditions are met, the transaction will not be considered a supply of electricity to the consumer, so the storage operator will not need to obtain a separate supply license.
Energy storage installations, which include industrial battery systems, can accumulate electricity during periods of surplus or lower cost and release it into the grid during peak consumption.
The NEURC also expanded the capabilities of electricity producers from renewable sources. They can use their own generation for backup power not only for their own electrical installations but also for the facilities of related parties.
Such schemes will be allowed between objects on adjacent land plots, and in cases provided for by law – even on isolated plots. Selling electricity to related parties under the backup electricity supply contract will also not require a supply license.
The regulator emphasized that participants in such schemes must ensure transparent commercial electricity metering and the safe operation of internal networks.
The changes are provided for by NEURC Resolution No.1003, promulgated on July 1, 2026. The document came into force the day after its promulgation.
