ГУР reveals 18 Russian shadow fleet vessels still not under Western sanctions

Main Intelligence Directorate of the Ministry of Defense of Ukraine published data on 26 vessels that Russia uses for transporting oil and petroleum products, liquefied gas, and agricultural products stolen from the occupied territories of Ukraine. Notably, 18 of the 26 vessels are still not under sanctions from any of Ukraine's partner countries.

New data from GUR was added to the "Sea vessels" section of the War&Sanctions portal. The list includes oil tankers, dry cargo ships, and LNG tankers involved in various parts of Russian maritime logistics.

According to intelligence, some tankers transport Russian oil and petroleum products from Black Sea and Baltic Sea ports on behalf of major Russian companies, including "Lukoil", "Rosneft", "Surgutneftegas", "Novatek", "Tatneft", and "Gazprom".

Another group of vessels is used for exporting agricultural products from the temporarily occupied territories of Ukraine through the ports of Berdyansk, Sevastopol, Kerch, and Feodosia. GUR also identified LNG tankers involved in transporting gas from the sanctioned project "Arctic LNG 2".

Among the vessels without sanctions, intelligence separately names the bulk carrier LAMAR S. According to GUR, in 2026 it repeatedly loaded wheat at the "Avlita" terminal in occupied Sevastopol for further delivery, including to Syria.

The dry cargo ship NAYA FALCON, according to intelligence, this year exported baking soda and granulated wheat bran from Sevastopol to Egypt and Cyprus.

Another vessel - tanker GREGAL - is part of the fleet of the UAE-registered Cymare Navigation FZC, which GUR says is affiliated with Russia's "Sovcomflot". The latter is under sanctions and plays an important role in maritime transportation of Russian energy resources.

GUR emphasizes that exports of oil, petroleum products, and gas remain one of the main sources of foreign currency revenues for Russia and financing of the war. A separate area is the export of Ukrainian agricultural products from the occupied territories.

Intelligence called on partners to synchronize sanctions lists and more actively apply restrictions to vessels involved in Russian maritime logistics. Among possible measures, GUR also names the detention of violating vessels.
