Business was fined for statistical reporting on average 170 UAH

Derzhstat issued 228 resolutions in 2020–2025 for failure to submit, late submission, or errors in statistical reporting. The total amount of fines imposed was 38,862 UAH, which is about 170 UAH per resolution on average.

Offenders were fined most actively in 2021—136 resolutions were issued then, or about 60% of the total over six years. In 2020 there were 41 such resolutions, in 2022 – 21. In 2023 and 2024, Derzhstat did not issue any resolutions, but in 2025 there have already been 30.

The two-year pause was due to special reporting rules during the full-scale war. For a while, businesses could postpone submitting statistical and financial reports without administrative liability. Later, this exemption was cancelled and respondents who missed reporting for 2022–2025 were required to submit it by 5 October 2025.

All 30 resolutions issued in 2025 were concentrated in just five regions. Eight fines each were recorded in Vinnytsia, Zakarpattia and Ivano-Frankivsk regions, five in Mykolaiv and one in Luhansk regions.

Over the entire six-year period, the most resolutions were issued in Luhansk region – 47, which is roughly a fifth of the total. Next come Sumy region with 34 resolutions, Mykolaiv – 29, Kyiv – 27 and Poltava region – 25. Together, these five regions accounted for 71% of all resolutions.

At the same time, ten regions had no new resolutions over six years. These are Volyn, Dnipropetrovsk, Donetsk, Zhytomyr, Kyiv, Lviv, Odesa, Rivne, Kharkiv and Cherkasy regions.

Interestingly, Derzhstat actually collected more money over this period than it imposed: 41,820 UAH versus 38,862 UAH. The reason is the payment of old fines. In particular, in Cherkasy region, where there were no new resolutions in 2020–2025, 170 UAH was collected in 2025 from a fine imposed back in 2005.

Administrative liability is provided, in particular, for failure to submit statistical data, violation of deadlines, provision of incomplete or inaccurate information, and improper maintenance of primary records. For citizens the fine ranges from 51 to 85 UAH, for officials and individual entrepreneurs – from 170 to 255 UAH. For repeated violation within a year the sanction may be higher.
