Register of war damages begins accepting two more categories of applications

The International Registry of Damages for Ukraine has opened the possibility of submitting applications under two new categories - B4 "State humanitarian expenditures for support of affected population" and B5 "Demining and clearance of unexploded ordnance". The state of Ukraine, central, regional and local authorities and institutions can submit such applications.

Category B4 covers budget expenditures related to assistance to people affected by Russian aggression. This includes, in particular, evacuation of the population, temporary housing and collective accommodation, emergency medical care, rehabilitation programs and other expenses to overcome the consequences of the war.

This category may also include funds spent by the state on compensation for damaged or destroyed housing under the "eRestoration" program. However, this refers specifically to reimbursement of budget expenditures of the state and authorities, not a new separate payment to citizens.

Category B5 is intended for recording expenditures on demining and clearing territories of unexploded ordnance. It may include costs for direct demining, involvement of mine action operators, survey and mapping of territories, neutralization of explosive objects, training of specialists and informing the population about mine danger.

Applications under B4 and B5 will be accepted only for expenses financed from the state or local budgets. Own expenses of legal entities for humanitarian measures or demining must be claimed in other relevant categories, which the Registry plans to open later.

Submission is done through the Diia web portal. On behalf of a government body or institution, an application can be submitted by the head or an authorized representative. Applications that meet the established requirements will be entered into the Registry, and later transferred to the future International Compensation Commission, which will determine the amount of compensation.

Previously, the list of Registry categories had already been expanded, but the possibility of actual submission of applications for some of them was launched gradually. The opening of B4 and B5 is a new stage of this process.
