Government approves new public-private partnership rules

The Cabinet of Ministers has approved new rules for the preparation of public-private partnership (PPP) projects. For small projects worth up to €5.5 million, a simplified procedure is provided, which should accelerate the attraction of private capital for the restoration and modernization of infrastructure.

The decision was announced by the Ministry of Economy of Ukraine. The government has established unified approaches to the preparation of public-private partnership projects and public investments, so that they can be planned and evaluated according to agreed rules.

Separately, the preparation of small PPP projects worth up to €5.5 million is simplified. The threshold itself was included in the public-private partnership reform earlier: Law No. 4510-IX provided that such projects can be prepared without a full feasibility study - based on a conceptual note.

Thus, this decision of the Cabinet of Ministers does not introduce the limit of €5.5 million for the first time, but creates practical rules for the application of the updated PPP mechanism.

Private business to be more actively involved in reconstruction

The Ministry of Economy expects that the new rules will allow implementing projects that are difficult to fully finance from state or local budgets. The PPP model allows attracting the resources of a private partner and distributing financial and operational risks between the parties.

Among the potential directions are the modernization of critical infrastructure and recovery projects, for which budget financing, private investments, and European or international financial instruments can be combined.

Deputy Minister of Economy Anna Artemenko stated that the decision creates a practical mechanism for the development of public-private partnership and should make the rules more understandable for potential investors.

The PPP reform was adopted by the Verkhovna Rada back in 2025. It provided for the simplification of the preparation of small projects, electronic procedures for selecting a private partner, and wider use of this mechanism for reconstruction and infrastructure development. Law No. 4510-IX entered into force on October 31, 2025.
