Russians increasingly move savings to foreign brokers

Russian households have sharply increased transfers of funds to non-resident brokers. The Foreign Intelligence Service of Ukraine stated that from December 2024 to June 2026, the volume of such operations approached 600 billion rubles.

At the same time, the trend towards growth of Russians' investments through foreign financial infrastructure is confirmed by open statistics from the Central Bank of Russia.

According to the Russian regulator, in 2025 households transferred 370 billion rubles to foreign brokers. This is 1.6 times more than in 2024, and the highest annual figure since the publication of relevant statistics began in 2018.

For comparison, in 2024 Russians transferred about 228 billion rubles to non-resident brokers. In January-September 2025 alone, the volume of such transfers amounted to 237 billion rubles.

Hundreds of billions accumulated in foreign broker accounts

Not only the flow of new funds is growing. According to the Central Bank of Russia, at the end of September 2025, the volume of assets of Russian households in accounts with non-resident brokers reached 844 billion rubles. Over the year it increased by about 60%, and compared to 2023 – almost 2.5 times.

The Russian Central Bank itself previously called the shift of private investments to foreign financial infrastructure one of the long-term risks for the domestic stock market.

However, the assessment of the current processes as "panic" or large-scale "capital flight" is given by the Foreign Intelligence Service of Ukraine. Such formulations are an assessment of the Ukrainian state body and do not directly follow from the statistics of the Russian regulator.

Open data, however, confirm that after the start of the full-scale war, Russians significantly increased the use of foreign brokers to place part of their savings, despite sanctions and regulatory restrictions.
