Police Check Questionable MLC Decisions Based on Mobile Operator Data and eHealth

During the investigation of possible abuses in the work of military medical commissions, the police check the medical documents of conscripts against other sources, in particular using information from mobile operators and the electronic health system.

This was stated by the Acting Head of the National Police Maksym Tsutskiridze in an interview with Censor.NET.

First of all, investigators seize the documents on the basis of which the MLC made a decision: examination results, treatment records, the commission's decision itself, and other medical documentation.

Then these data are compared with information from other sources. In particular, by court order, law enforcement officers can obtain information from mobile operators and establish where a person actually was during the period when, according to the documents, they were supposed to undergo examinations or treatment.

Investigators separately check data in the electronic health system: whether the person actually consulted doctors, underwent the specified examinations, and what diagnoses and medical conclusions were entered into the system.

What Happens After the Check

If the investigation finds grounds to doubt the validity of the conclusion, the decision of the local MLC is sent for review. Based on the results, the previous decision may be upheld, revoked, or replaced with a new one.

If the investigation requires an additional assessment of the health condition and there are appropriate procedural grounds, a forensic medical board examination may be ordered.

At the same time, the National Police emphasizes that the mere review of an MLC conclusion does not mean that it was illegal. Each decision is analyzed individually together with the medical documents.

Since the start of the full-scale invasion, 6,500 illegal MLC decisions have been revoked in Ukraine. At the same time, more than 25,600 decisions of local commissions were upheld after review, and in over 1,600 cases a repeat examination was ordered without prior revocation.
