On August 18, the servers of the Asset Recovery and Management Agency (ARMA) were subjected to unauthorized interference with signs of a hacker attack. The incident occurred a few days before the deadline for accepting applications for the tender to select a manager for IDS Ukraine assets, which ARMA associates with the sanctioned Russian businessman Mikhail Fridman.

The circumstances of the cyberattack are being investigated by the Security Service of Ukraine, ARMA reported. At the same time, the agency itself emphasizes that the investigation has yet to establish the organizers, instigators, and perpetrators of the attack.

The deadline for submitting applications for participation in the tender to select a manager for IDS Ukraine assets ends on August 22. ARMA drew attention to the timing of the attack and stated that law enforcement agencies are analyzing the sequence of events surrounding the tender.

ARMA is checking for a possible coordinated campaign

According to acting head of ARMA Yaroslava Maksymenko, signs of illegal interference in processes related to the agency's work began to be recorded as early as spring 2026. Among such cases, she mentioned unauthorized access to the ARMA Register of Officials. These facts are subject to a broader investigation by NABU.

The agency assumes that individual episodes may be part of a coordinated campaign aimed at pressuring ARMA or attempting to disrupt or discredit the tender for a strategic asset. At the same time, this is currently only a version that the investigation must verify, and not an established fact.

"Each of these episodes individually may have its own explanation. But their combination and synchronicity raise a question that the investigation must answer: whether we are dealing with a coordinated campaign", - stated Maksymenko.

ARMA assured that the attack will not affect the conduct of the tender. The selection of a manager for IDS Ukraine assets is planned to be carried out within the deadlines specified by law and according to the established procedure.
