Government simplifies export of Ukrainian-made cars
The Cabinet of Ministers has simplified the procedure for exporting Ukrainian-made vehicles. The new mechanism will allow factories to deliver new equipment to foreign customers without prior permanent state registration in Ukraine and subsequent deregistration.
According to the Main Service Center of the Ministry of Internal Affairs, manufacturers previously faced a problem when delivering new cars abroad. Unregistered vehicles could not be used on the roads, so enterprises had to first register them in Ukraine and deregister them before export. After such a procedure, the vehicle formally lost its new status.
Now, for Ukrainian-made equipment intended for export, temporary registration is being introduced. The manufacturer will receive number plates for one-time trips and a certificate valid for one month with the mark "Export. Temporary registration / Export. Temporary registration".
Such a certificate will not be considered a document of permanent state registration. The car can be driven through the territory of Ukraine and other states and handed over to a foreign buyer, retaining its new status. The government expects this to reduce administrative procedures and related costs for manufacturers.
Which transport equipment manufacturers operate in Ukraine
Ukrainian automobile and transport engineering is not limited to passenger cars. There are enterprises in the country that assemble passenger cars, produce buses, fire and rescue vehicles, commercial and special equipment.
- "Eurocar Manufacturing". The plant is located in Uzhhorod district, Zakarpattia region. According to the company, it produces Škoda cars. The production complex has capacities for welding, body painting and car assembly.
- Zaporizhzhia Automobile Building Plant. ZAZ maintains a full-cycle production complex. Among the current areas is bus technology. UKRAVTO GROUP offers for export, in particular, ZAZ A08 and A10 buses.
- "Cherkasy Bus". The enterprise continues to produce buses and trucks. One of the main areas is the ATAMAN family of buses.
- Etalon Corporation. Bus and other automotive equipment is produced by the corporation's enterprises, including Chernihiv and Boryspil bus factories. The model range includes city, intercity and school buses.
- "BAS MOTOR". The enterprise operates production facilities in Lutsk and produces bus equipment. In 2026, the company presented a new series of Bohdan A222 buses.
- "Electron". The Lviv concern produces urban passenger transport, including buses, electric buses, trams and trolleybuses.
- "Pozhmashina". The enterprise in Ladan, Chernihiv region, produces fire, emergency rescue and specialized automotive equipment. Its model range includes fire tankers, pumper-hose and airfield fire trucks, emergency rescue and pyrotechnic vehicles and other special equipment.
A large separate segment of Ukrainian machine building is agricultural and trailer equipment. For example, "Zavod Kobzarenka" has production sites in Ukraine and produces a wide range of agricultural machinery: tractor trailers and semi-trailers, reloading hoppers, tank trailers, equipment for transporting grain, straw and other agricultural cargo. In 2026, the plant continues to present new equipment models at Ukrainian and European agricultural exhibitions.
Other agricultural machinery manufacturers also operate in Ukraine. In particular, Odesa-based "Veles-Agro" produces seeders, cultivators, disc harrows, plows, sowing complexes and other equipment for the agricultural sector. At the same time, not all types of agricultural and trailer equipment fall under the new temporary registration procedure of the Ministry of Internal Affairs - this depends on the category of a particular vehicle and the procedure for its state registration.
Thus, the simplification can be important not only for the potential export of Ukrainian-assembled passenger cars. It can have a practical effect for enterprises that produce buses, trucks and specialized vehicles, in particular fire and rescue equipment, and supply finished vehicles to foreign customers.
