"Blow, pack and complete": military TCR in Odesa announced suspicion due to torture of citizens

Ten servicemen of the Kyiv district territorial center of recruitment and social support (TCR) in Odesa were notified of suspicion in the case of illegal deprivation of liberty and torture of citizens. Law enforcement officers claim that they documented 15 episodes of possible violence during mobilization measures.

According to the investigation, the unlawful actions could have been committed by servicemen of two notification groups of the district TCC. They, as law enforcement officers claim, used physical force and tear gas against citizens, beat them and forcibly delivered them to the territorial center of recruitment.

Currently, at least eight victims have been identified. In one episode, a man tried to escape from the notification group, after which, during the pursuit, he was hit by an official vehicle of the TCR. In another case, according to the investigation, the man was strangled, beaten, handcuffed, and under threats they demanded the password to his mobile phone.

The State Bureau of Investigation believes that the violations were systemic. As reported by SBI, the suspects used the phrase "Blow, pack and complete" among themselves, which, according to the investigation, they even set as a screensaver on their phones.

What suspicions were announced to the military TCR

Four servicemen were notified of suspicion of torture and illegal deprivation of liberty. Six more – of illegal deprivation of liberty.

According to the latest published data, the court took four suspects in torture into custody without the right to bail. Six other servicemen were placed under round-the-clock house arrest.

Prosecutor General Ruslan Kravchenko reported that seven of the ten suspects were mobilized in the spring of 2025 and then sent to serve in the Odesa TCR.

The case became part of the "Honest Conscription" operation

The investigation is being conducted within the large-scale operation "Honest Conscription". At the end of July, the SBI together with the General Staff began inspections in more than 100 TCRs in most regions of Ukraine. Among the areas of work, law enforcement officers separately mentioned abuse of authority, beatings and torture of conscripts.

According to the interim results of the operation, published on July 31, investigators were working within 17 criminal proceedings, conducted 61 searches and notified 15 suspects. The current case in Odesa is a separate result of further investigation.

At the same time, notification of suspicion does not mean establishment of guilt. The final decision on the guilt of the suspects can only be made by the court.
