Fuel for the army will be purchased without re-approval of price - Ministry of Defense changed the rules

The Ministry of Defense changed the rules of rear procurement to provide military units with fuel and other necessary goods faster. For gasoline, diesel fuel and aviation kerosene, the need for repeated approval of procurement due to changes in market price was removed.

This was reported by the Ministry of Defense of Ukraine.

Previously, during the preparation of procurement documents, the market price of fuel could change. Because of this, the procurement had to be re-approved, which delayed the procedure and could lead to delays in supplying the resource to the military.

After the rule change, gasoline, diesel and aviation kerosene can be purchased at the current price without launching a repeated approval procedure.

Limits set for other goods

For food, clothing and other rear supply goods, the Ministry of Defense simultaneously set a price safeguard. The price of a product in a tender cannot exceed the estimated price by more than 10%.

The ministry explains that this approach is intended to make procurement more flexible, while preventing unjustified overpricing of goods.

The rule change is part of a broader restructuring of the army supply system. From 2026, procurement for the Armed Forces is centralized in a single Defense Procurement Agency, which, in particular, is responsible for food, fuel and material property.

The Ministry of Defense is also gradually digitalizing fuel supply. In February, the ministry reported transferring fuel requests from military units to an electronic system that integrates the process from demand formation to actual resource issuance.

According to the Ministry of Defense, in 2025, competitive procedures in rear procurement allowed saving 15.6 billion UAH, or 14.8% of the expected cost. The saved funds were directed to additional support for the Defense Forces.
