The Rada increased social assistance for children and people with disabilities
The Verkhovna Rada adopted law No. 14191, which changes the system of state support for children with disabilities, people with disabilities since childhood and their families. 331 people's deputies voted for the document in the second reading and as a whole.
One of the main changes will be a new principle for calculating state social assistance. Starting from 2027, a base amount will be used for this, the size of which will be set annually in the state budget. It cannot be less than 4,000 hryvnias.
At the minimum base amount provided for by law, the monthly state assistance will be:
- no less than 8,000 hryvnias for children with disabilities under the age of 18;
- no less than 8,000 hryvnias for people with disabilities since childhood of group I;
- no less than 4,000 hryvnias for people with disabilities since childhood of group II;
- no less than 3,000 hryvnias for people with disabilities since childhood of group III.
Separately, the law provides for care allowances. For people with disabilities since childhood of group I subgroup A and children with disabilities subgroup A, it will amount to 200% of the base amount. For group I subgroup B and other children with disabilities who are officially deemed to need care, 100%. For single people with disabilities since childhood of groups II and III, who need constant care, 75% of the base amount is provided.
The reform is not limited to cash payments. The state will fund early intervention for families with children up to four years of age who have developmental disorders or a risk of their occurrence. Also provided are support during inclusive education, comprehensive development and care for children, and a temporary respite service for parents and caregivers.
The Verkhovna Rada notes that, taking into account cash payments and the cost of social services, the total support for a family can range from 20 to 71 thousand hryvnias per month depending on individual needs. This refers specifically to the overall support package, not a guaranteed cash payment of that amount to each family.
However, the new rules are not yet in effect. After the vote, the bill card shows the status "Preparing for signature". Calculation of payments under the new base amount is provided for from 2027.
