Head of the Defense Procurement Agency Zhumadilov resigns

General Director of the Defense Procurement Agency Arsen Zhumadilov submitted his resignation. His last working day in the position should be August 31, 2026.

Zhumadilov announced this during a press conference, reports a journalist of the publication "RBC-Ukraine" Maria Kucheryavets.

According to Zhumadilov, after his dismissal, the duties of the head of the DPA will be performed by Oleh Kliots, who previously headed the state enterprise "Medical Procurement of Ukraine".

Earlier, a source of RBC-Ukraine in the defense industry reported that Zhumadilov plans to leave the position amid problems with conducting arms procurements.

According to the publication, the Ministry of Defense planned to transition from direct procurements to tenders based on tactical and technical characteristics. However, the new procedure was not launched, while the previous mechanism no longer works. Because of this, mutual claims arose between the ministry and the agency.

As RBC-Ukraine notes, the Ministry of Defense accused the DPA of inaction, while the agency declared its readiness to conduct tenders after receiving the necessary tactical and technical characteristics from the ministry.

Zhumadilov took charge of the Defense Procurement Agency in March 2025. He was appointed by then Defense Minister Rustem Umerov after the conflict around the previous head of the agency Maryna Bezrukova.

Before working at the DPA, Zhumadilov headed "Medical Procurement of Ukraine" and the State Logistics Operator. The Defense Procurement Agency is responsible for centralized purchase of weapons and military equipment for the needs of the Defense Forces.
