The head of the National Commission for Energy and Utilities changed for the second time in a month

The National Commission for State Regulation of Energy and Utilities has again been headed by Yurii Vlasenko. His predecessor Ruslan Slobodian remained the head of NCRECP for only 16 days.

Vlasenko was elected by the Commission members through a secret ballot according to the procedure provided by law, reported NCRECP.

Ruslan Slobodian resigned as the head of the regulator, but remained a member of the Commission. The reasons for this decision are not specified in the NCRECP announcement.

Slobodian was elected the head of NCRECP on August 5. Thus, the change of leadership occurred only after 16 days.

For Vlasenko, this position is not new. He headed NCRECP from August 2024 until Slobodian was elected in early August 2026. Actually, after a short rotation, Vlasenko returned to his previous position.

Yurii Vlasenko has worked in the energy sector for over 20 years. In 2021-2024, he was the First Deputy Minister of Energy, and on July 30, 2024, as a result of a competition, he became a member of NCRECP.

The regulator emphasized that the head is elected by the Commission members from among its members, while decisions on market regulation are taken collectively. NCRECP, in particular, sets tariffs and rules of operation in the markets of electricity, gas, heat supply and utilities.

Earlier, Kurs Ukrainy wrote that Ruslan Slobodian before joining NCRECP headed the State Energy Supervision Inspectorate. A number of media and MP Yaroslav Zheleznyak associated him with a circle of officials oriented towards former Energy Minister Herman Halushchenko.
