In Kyiv region, 800 million hryvnias distributed without tenders for water supply facilities in two cities

The Kyiv Regional State Administration concluded without open tenders two contracts with a total value of 801 million hryvnias for the construction of water supply facilities in Fastiv and Bila Tserkva. The procurements were justified by the need to complete the works before the 2026/2027 heating season, but according to the contracts, construction will take significantly longer.

This is reported by "Nashi Groshi" based on the analysis of procurements in the Prozorro system.

The largest of the two contracts - for 480 million hryvnias - was concluded by the Department of Regional Development of the Kyiv Regional State Administration with LLC "Nikopolska-STK". The company is to build in Fastiv a water treatment block at the second lift pumping station and a drinking water reservoir with a volume of 3 thousand cubic meters.

Another 321.03 million hryvnias will be received by LLC "Zelena Stolytsia" for the construction of a mobile water intake complex with a water treatment system in Bila Tserkva.

Both procurements were conducted without open tenders. The reason was the need for urgent improvement of the resilience of water supply and sewage systems under martial law.

Back on June 2, the regional commission on technogenic and environmental safety and emergency situations approved the respective projects, emphasizing that the works must be completed by the beginning of the 2026/2027 heating season. On June 11, the State Commission on Technogenic and Environmental Safety and Emergency Situations also approved these measures.

However, the contracts with contractors were published only on August 11 - about two months after the approval of urgent works.

At the same time, the actual terms of contract execution do not correspond to the initially declared need to complete construction before the heating season. The facility in Bila Tserkva is to be completed in February 2027, and the works in Fastiv - only in December 2027.

Thus, the larger of the two projects may be completed more than a year after the start of the heating season, the urgency of which justified the procurement without open tenders.

For "Nikopolska-STK", the contract in Fastiv became the largest contract in the company's history. According to "Nashi Groshi", before this, over ten years it received orders through Prozorro totaling approximately 416 million hryvnias - less than the value of one current contract.

Regarding the project in Bila Tserkva, "Nashi Groshi" notes that "Zelena Stolytsia" began receiving tender contracts in 2025. Its first large orders totaling about 340 million hryvnias were related to Zaporizhzhia.

In total, from August 8 to 15, about 59 thousand procurement notices worth 23.82 billion hryvnias were published in Prozorro. Two water projects in Kyiv region with a combined value of 801 million hryvnias were among the largest procurements of this period.
