NABU suspects an SBU employee of illegal reservation and laundering millions
NABU and the Specialized Anti-Corruption Prosecutor's Office have notified an SBU employee of suspicion, whom the investigation considers the organizer of a scheme for illegal reservation of persons liable for military service from mobilization through fictitious employment at a critically important enterprise. The total amount of unlawful benefit in the documented episodes is almost UAH 1 million.
According to the investigation, the SBU employee acted together with an accomplice and the director of the enterprise, which had the status of critically important and could accordingly reserve its employees from mobilization.
Persons liable for military service were fictitiously employed at the company, after which their reservation was processed. In reality, such employees did not perform their labor duties.
The salary accrued to them, as the investigation claims, they had to return to the scheme participants. Separately, for the very registration of the reservation, the defendants allegedly received unlawful benefit - both in cash and in crypto assets.
Detectives documented several cases of such reservation of persons liable for military service. The total amount of unlawful benefit received, according to NABU, approached UAH 1 million.
Another episode concerns UAH 18.4 million
In addition to organizing the illegal reservation, the SBU employee is suspected of laundering over UAH 18.4 million.
According to the investigation, these funds were used for the purchase and registration of real estate, a land plot, and a car. Part of the money was also deposited into a bank account.
The actions of the suspects were qualified under the articles of the Criminal Code on receiving unlawful benefit, organizing obstruction of the lawful activities of the Armed Forces of Ukraine, and legalization of property obtained by criminal means.
Accomplice linked to surveillance of NABU detectives
There is another separate episode in the case. The accomplice of the SBU employee is also suspected of the illegal acquisition and use of special technical means for covert obtaining of information.
According to the investigation, he is involved in the installation of technical means, which at the end of 2025 were discovered in the apartment of the head of one of the units of NABU detectives. This unit is engaged in the investigation of corruption crimes in the defense sector.
His actions in this episode were qualified under the article on illegal acquisition and use of special technical means for covert obtaining of information.
The investigation is ongoing. Notification of suspicion does not mean a person is found guilty: according to the Constitution of Ukraine, guilt must be proven in court and established by a conviction.
