PlayCity has ordered the expansion of the gambling monitoring system for over 40 million UAH
The State Agency PlayCity has ordered the creation of the second phase of the State Online Gambling Monitoring System (SOGMS) for UAH 43.2 million. After its launch, the state plans to receive more complete information about operations on the legal gambling market — from deposits and bets to game results and winnings payouts.
The contract, based on the tender results, was concluded on August 20 with Kyiv LLC "Computer Information Technologies" ("CIT"). The company must complete the second phase of the system by December 4, 2026.
The same company developed the first phase of SOGMS. In September 2025, it received a corresponding contract for UAH 25.94 million. The first phase of the system was put into trial operation in April 2026.
Currently, SOGMS in test mode already collects information about bets, winnings payouts, refunds, and other financial operations. 28 of the 30 licensed companies are integrated into it.
What will change after the second phase
The expanded system will additionally record game results, operations with gaming substitutes for the hryvnia, as well as parameters and operation of slot machines. PlayCity will also receive broader analytical tools to control gaming processes and compliance with responsible gambling principles.
According to the agency's design, after the launch of the second phase, SOGMS should collect all information provided by law about the legal gambling market — from the moment a player tops up their account to the payment of winnings.
The contractor will be paid for services within 20 working days after their provision. The company must also provide warranty support for the system for one year, and the exclusive property rights to the software will remain with the state.
A cheaper offer was rejected
LLC "Kody Ukraina" also participated in the tender, offering a price about 1% lower. However, its offer was rejected due to deficiencies in the documentation that the company did not eliminate within the established timeframe. Among the complaints were questions about confirmation of experience in performing similar contracts, documents, and ISO 27001 certificate.
As a result, LLC "Computer Information Technologies" became the winner. The savings compared to the expected procurement cost amounted to about 3%.
According to "Nashi Groshi", "CIT" is owned by Oleksandr Yefremov and Serhii Malomen. Since 2016, the company has received state contracts worth UAH 460.66 million.
