After winter deficit, DA again ordered hundreds of thousands of heaters for the military in tight deadlines
The Defense Procurement Agency ordered 800,000 sets of chemical heaters for the military at a total cost of UAH 25.78 million. The manufacturer must deliver half of the batch in just over a month, even though after last winter's supply problems the Agency itself estimated the required production time for such goods at three to six months.
This is reported by "Nashi Groshi" with reference to Prozorro system data. Following tenders, the DA signed two contracts with Ternopil-based LLC "Sirius-O" on August 19.
The company is to produce 800,000 sets of individual heating means type 1. One set includes two chemical heaters for the body, hands, and feet in the form of half-insoles.
One set costs UAH 32. For comparison, in the Agency's previous contract the price was UAH 30.5. Thus, the unit cost has increased by about 5%.
400,000 sets must be produced in a month
The first batch of 400,000 sets must be delivered by September 25, meaning the contract allows just over a month for fulfillment. Another 400,000 sets are to be delivered by November 25.
It is the delivery deadlines that attracted the outlet's attention due to last winter's problems with heaters. There was a shortage at that time, and DA staff even purchased some of the goods using voluntary contributions from team members.
The supplier under previous contracts, LLC "Imex Max", was accused of disrupting supplies and dumping. The company explained delays by Russian shelling of production in Kharkiv, power outages, and packaging problems at a subcontractor.
After that, the DA emphasized the need to consider market capabilities and set realistic deadlines. Based on consultations held at the time, the Agency estimated the production time for heaters at three to six months.
In April procurements, deadlines were indeed extended: for a batch of 100,000 sets, two months were allotted, and for 400,000, five months. Now, for the production of a similar batch of 400,000 sets, just over a month has been provided.
Who got the order
The winner of both procurements was LLC "Sirius-O", which offered heaters of its own production. Its more expensive competitor was LLC "ZPSPETSTORH", which offered Chinese-made products.
"Sirius-O" was registered in Ternopil in 2020. According to "Nashi Groshi", since 2024 the company has received government contracts worth UAH 60.44 million.
Since April 2025, the Ministry of Defense has been applying separate technical requirements for individual heating means. In particular, for chemical heaters, sizes and quality characteristics of products were clarified.
