NABU exposes military officials on “rollback” of 20% for acceptance of EW equipment

NABU and SAPO have exposed two service members suspected of extorting UAH 4.48 million from representatives of a manufacturer of electronic warfare equipment for its unimpeded acceptance by a military unit. According to the investigation, initially one of the officers demanded 10% of the contract value, and after refusal doubled the demand to 20% and began creating obstacles during acceptance of the equipment.

The National Anti-Corruption Bureau of Ukraine reported this.

According to the investigation, in October 2025 a non-governmental organization concluded a contract with a private company for the procurement of EW equipment with a total value of over UAH 22.4 million.

One of the officers, connected to the process of equipment acceptance by the military unit, allegedly offered representatives of the manufacturer to pay him 10% of the contract value – UAH 2.24 million.

After the refusal the amount was doubled

According to NABU and SAPO, company representatives refused the initial demand. After that, the officer involved other service members and began creating obstacles during acceptance of the EW equipment.

At the same time, the size of the improper benefit increased to 20% of the contract amount – UAH 4.48 million.

The investigation claims that one of the service members, acting as an accomplice in the scheme, received the first part of the funds – USD 20 thousand.

After that, the scheme participants allegedly began demanding another USD 80 thousand.

Both soldiers were detained

NABU reports that the suspects were detained. They include an officer of one of the Armed Forces military units and a soldier of another unit.

They were notified of suspicion of receiving improper benefit on an especially large scale and aiding in such a crime.

Pre-trial investigation is ongoing. NABU detectives and SAPO prosecutors are establishing all circumstances of the case, as well as verifying possible involvement of other persons.

NABU separately urged manufacturers and suppliers of defense products to report to law enforcement any cases of extortion during performance of contracts for the Defense Forces.

According to law, the suspects are considered innocent until proven guilty by a court conviction.
