In Ukraine, an electronic vehicle certificate register will be fully operational from September 1

From September 1, 2026, a single electronic Register of Certificates of Wheeled Vehicles will be fully operational in Ukraine. It is intended to replace the disparate paper system and will allow government agencies to promptly verify the authenticity of vehicle documents.

This was reported by the Ministry of Restoration, Infrastructure and Transport of Ukraine.

The Register of Type Approval Certificates and Certificates of Conformity issued by manufacturers for wheeled vehicles and equipment. Such documents confirm that the design of the vehicle or its equipment meets the established technical requirements.

Certificates are required, in particular, for new vehicles, and in cases stipulated by law - before the first state registration of a vehicle.

What will change from September 1

Previously, certificates mainly existed in paper form, and there was no unified state system where one could quickly establish by whom a document was issued, whether it is valid and whether it is forged.

The new register will unite information about such documents in one system. Access to it will be granted to vehicle manufacturers and their official representatives, certification bodies and government agencies.

Manufacturers will be able to enter information about the certificates they issue into the system, and government structures will be able to verify this data without relying solely on the paper document.

Before the launch, the system was operating in pilot mode. 33 vehicle manufacturers and 20 certification bodies participated in its testing.

Certificates will become fully electronic from September 27

At the same time, the launch of the register on September 1 does not yet mean an immediate complete rejection of paper certificates.

The next stage of the reform will begin on September 27, 2026. Then the new Technical Regulation for the approval of the construction of wheeled vehicles, their components and equipment will come into force.

From that date, new certificates will be issued exclusively in electronic form with mandatory entry of information into the Register.

Documents previously issued in paper form will remain valid. After the information about them is transferred to the electronic system, car owners will not need to re-register them separately.

The approach to imported used cars will also change

At the same time, Ukraine is preparing another change in the field of vehicle registration - a review of the procedure for used vehicles imported from abroad.

The Ministry of Infrastructure notes that the current practice, where such cars undergo certification before the first state registration in Ukraine, does not correspond to the European Union model.

The European approach primarily involves checking the actual technical condition of the vehicle. Therefore, as part of European integration, Ukraine plans to move from the certification of imported used cars to mandatory technical inspection before their first state registration.

The Electronic Register was created by Ukrtransbezpeka and the Ministry of Infrastructure in partnership with the Swiss-Ukrainian EGAP program and with the participation of the Ministry of Digital Transformation.
