Lubinets announced a new corruption scheme in the TCC with travel abroad
In one of the border regions of Ukraine, a new corruption "turnkey service" may have emerged: for $50-70 thousand, a man can supposedly be transported abroad immediately after being detained by TCC employees. About such a scheme in an interview with "Ukrainska Pravda" said the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets, emphasizing that his office is currently checking and confirming the received information.
According to the ombudsman, it is one of the latest stories that was discovered during the analysis of violations in the mobilization system. A person can supposedly pay from $50 thousand to $70 thousand, after which he is "straight from the bus" transported outside Ukraine.
Lubinets clarified that corruption schemes have become most widespread, according to his information, in Zakarpattia. At the same time, in the frontline Zaporizhzhia and Kharkiv regions such a factor, according to him, is practically absent. The ombudsman sees a similar dependence in cases of attacks on TCC employees: the farther a region is located from the front, the more often they occur.
The ombudsman also confirmed the previously voiced unofficial "prices" in corruption schemes during mobilization: according to his data, the release of a person after entering a TCC vehicle can cost about $10 thousand, and exiting the premises of a territorial recruitment center - about $15 thousand.
Lubinets links the spread of such schemes to problems of state policy in the field of mobilization. According to him, after the introduction of quantitative plans, mass cases of forced delivery of people to TCCs began, and along with this, corruption risks significantly increased.
Separately, the ombudsman spoke about the situation in Zakarpattia. During inspections, his office, according to him, established cases of illegal long-term detention of people, cancellation of legally issued deferments and extortion of money for release. In one case, a person, according to Lubinets, was in the TCC premises for 55 days.
The ombudsman also gave an example when about 1.5 thousand young men were allegedly removed from military registration within one day, after which some of them left abroad within a week. Lubinets emphasized that he publicly speaks only about a small part of the cases revealed by his office.
Lubinets also confirmed information about the possible purchase of leadership positions in the TCC. When asked whether the position of head of a territorial center could really cost on average $50 thousand, he replied that, according to his information, such a practice existed earlier.
Earlier, People's Deputy Oleksandr Kachura also stated about bribes for the appointment of heads of TCCs. According to him, the sums could range from $50 thousand to $150 thousand depending on the region. Lubinets now confirmed that he is aware of similar cases, but expressed hope that after personnel changes in the military leadership, the situation will begin to be corrected.
According to the ombudsman, his office has already communicated with representatives of the new Commander-in-Chief of the Armed Forces of Ukraine Mykhailo Drapatyi, responsible for the mobilization direction. Lubinets expects that the new team will try to bring order to the system and strengthen the response to corruption and other violations.
