Blank technical passports for the Ministry of Internal Affairs have risen in price, and the Ministry ordered a new batch from a state enterprise without a tender
The Main Service Center of the Ministry of Internal Affairs has signed a contract worth almost 495.2 million hryvnias for the production of vehicle registration certificate forms. The cost of one form is 660 hryvnias and continues to rise: over a year and a half, the price in dollar equivalent has risen by approximately 12%.
As reported by "Nashi Groshi" citing the Prozorro system, the agreement dated August 27 was concluded with the state enterprise "Printing Combine 'Ukraine' for the Production of Securities".
This year, Kyiv is to receive kits for the production of about 750 thousand new-style vehicle registration certificate forms. In particular, 485 kits of 1,500 forms each worth 990 thousand hryvnias, and another 38 kits of 600 forms for 396 thousand hryvnias have been ordered.
Thus, the purchase price of one form is 660 hryvnias, or about $14.81 at the exchange rate at the time of the agreement.
At the beginning of 2026 and in October 2025, the Main Service Center of the Ministry of Internal Affairs purchased similar forms for 606 hryvnias, which then corresponded to approximately $14.10. In February 2025, they cost 540 hryvnias, or $12.98. Therefore, compared with February last year, the price in dollar equivalent has increased by about 12%.
For comparison, in 2024 the forms cost 486 hryvnias each. Due to exchange rate fluctuations, their dollar value depending on the month was approximately $11.7–12.3. At the same time, it is difficult to directly compare the current price with purchases until the end of 2023, since technical requirements for the documents were changed then.
The new purchase was conducted without competitive bidding. Its justification states that during 2022–2025, the printing combine "Ukraine" transferred special Swiftpro K60 printers for double-sided printing and lamination of documents to the Main Service Center of the Ministry of Internal Affairs free of charge.
Therefore, the enterprise is named the only state printing manufacturer that can supply forms along with consumables for such equipment. In addition, the printing combine owns property copyright to the security element used in technical passport forms.
This refers specifically to the purchase cost of forms for the Ministry of Internal Affairs. There is no information in the report about changes in the cost of processing a vehicle registration certificate directly for citizens.
