A new temporary head has been appointed at the Defense Procurement Agency

Artem Romaniukov became the acting head of the Defense Procurement Agency. The relevant decision was made by the Supervisory Board of the DPA after the previously announced dismissal of Arsen Zhumadilov.

The appointment was announced by the Ministry of Defense of Ukraine.

Among the main tasks of the new head, the ministry names further transfer of defense procurement to competitive tender procedures, digitalization of processes and strengthening anti-corruption work.

The Ministry of Defense noted that the priority remains uninterrupted supply of the military through greater transparency of procurement, more efficient use of budget funds and minimization of risks.

What is known about Romaniukov

Romaniukov has many years of experience in the field of public electronic procurement, in particular in the Prozorro system. He also worked as Deputy Minister for Strategic Industries.

At the Ministry of Defense, Romaniukov was involved in the development of competitive procurement procedures and their transfer to an electronic system.

According to the ministry, he was also involved in the launch of a number of digital products for military personnel and conscripts, including "Reserve+", "Army+", electronic report and electronic military registration document.

Zhumadilov previously announced his resignation

The change of leadership took place after Arsen Zhumadilov announced his decision to leave the post of head of the Defense Procurement Agency. He had headed the DPA since March 2025.

The Defense Procurement Agency is responsible for centralized acquisition of weapons and military equipment for the needs of the Defense Forces. One of the key directions of its work remains the transition from direct contracts to competitive procurement based on defined tactical and technical characteristics.
