A city in Dnipropetrovsk region ordered gas boilers for 2.1 billion UAH without tenders

The municipal enterprise of Kamianske City Council "Miskteplotekhenergo" in Dnipropetrovsk region ordered the construction of nine gas block-modular boiler houses with a total cost of over 2.1 billion UAH. Contracts were concluded directly, without open tenders.

Information about the procurement was published by the enterprise in the Prozorro system. It is not only about the supply of boiler houses: contractors must also purchase the necessary components and parts, develop project documentation, obtain expert conclusions, and perform construction works. 

In total, nine contracts worth 2.103 billion UAH were concluded. Five contracts with a total value of about 1.07 billion UAH were awarded to LLC "Servis Komfort Stroy". Four more agreements worth approximately 1.03 billion UAH went to LLC "Nikomaxstroy". Data on procurement of "Miskteplotekhenergo" also show both companies as the largest suppliers of the enterprise by the sum of concluded contracts.

The cost of individual boiler houses ranges from about 161 million to 306 million UAH. The most expensive of the nine contracts - for 305.8 million UAH - "Miskteplotekhenergo" concluded with "Servis Komfort Stroy". This procurement earlier appeared in the list of largest state orders of the week.

The main part of financing is planned to be provided from the state budget with co-financing from the local budget. Contractors must complete the construction of boiler houses by the end of 2027.

Open tenders were not held when selecting contractors. The procurement rules effective during martial law allow until the end of 2026 to directly purchase block-modular boiler houses and order works related to their construction, if they are necessary for the implementation of comprehensive resilience plans of regions and cities and for prevention or overcoming the consequences of emergencies.

At the same time, part of the information about projects is not publicly available. The addresses of future boiler houses are hidden in Prozorro, and the documentation with detailed technical specifications is not published for public access. According to "Anti-Corruption Prydniprovia", the relevant documents should become public 90 days after the termination or cancellation of martial law. 

"Nikomaxstroy" and "Servis Komfort Stroy" are registered in Dnipro. According to open registers, "Nikomaxstroy" is owned by Oleksandr Korobov and Ruslan Kucher. The latter previously headed the municipal enterprise of Kamianske City Council "Misktspekombinat".
