Rada adopts new rules for green energy according to EU standards
The Verkhovna Rada adopted in the second reading and as a whole draft law No. 14271, which simplifies permitting procedures for renewable energy projects, introduces zones for their accelerated development, and regulates the operation of renewable energy communities. The document brings Ukrainian rules closer to European Union legislation.
260 members of parliament voted for the draft law. Its full title is "On Amendments to Certain Laws of Ukraine Regarding the Implementation of European Union Legislation in the Field of Renewable Energy Sources".
Permits for RES projects will be simplified
One of the key changes will be the simplification of procedures necessary for the implementation of new renewable energy projects.
In particular, digitalization of permitting procedures and establishment of maximum timeframes for their completion are envisaged. The parliament expects this to reduce administrative barriers for investors in green generation.
The law also regulates the establishment and operation of renewable energy acceleration zones. Such territories should be used for faster development of RES and the necessary infrastructure for them.
Energy communities will develop in Ukraine
The document defines the legal status and specifics of activities of renewable energy communities. This mechanism allows citizens, communities, enterprises and other participants to unite for the production and use of energy from renewable sources.
The status of self-consumers of energy from RES is also regulated separately.
The relevant parliamentary committee previously noted that the new rules should promote the development of renewable energy communities, strengthen Ukraine's cooperation with EU states and create special zones for the development of green generation and infrastructure.
New requirements for biofuels
The law also updates regulation of biofuels, bioliquids and biomass fuels. Sustainability criteria, accounting systems, certification and independent audit are introduced for them.
Such changes are necessary to bring the Ukrainian market closer to EU rules and confirm compliance of fuels with environmental and climate requirements.
The draft law implements, in particular, provisions of European legislation in the field of renewable energy. Its adoption is linked to Ukraine's obligations under the Treaty establishing the Energy Community, the Association Agreement with the EU, the Ukraine Plan and negotiation chapter 15 "Energy" in the process of accession to the European Union.
The Verkhovna Rada expects that the new rules will promote the development of green generation, attract investment and further integrate Ukraine into the European energy market.
