Ex-chairman of Sense Bank supervisory board received position after call from Mudra - TSC
Mykola Hladyshenko, who later headed the supervisory board of the state-owned Sense Bank, initially did not make the shortlist of candidates for independent board members due to a lower score compared to other contenders. After that, then-Deputy Head of the Presidential Office Iryna Mudra called the recruiting company and asked to consider additional candidates, among whom was Hladyshenko.
This became known during a session of the Temporary Investigative Commission of the Verkhovna Rada on economic security.
Executive Search Ukraine (AMROP) director Viesturs Liegis confirmed that Hladyshenko was not on the initial shortlist. In total, 111 applications were submitted for the competition, and Hladyshenko scored fewer points in the evaluation than candidates initially recommended by the recruiting company.
According to Liegis, among the applicants were people with greater competence and experience.
After Mudra's call, the list of candidates was revised
The AMROP director informed the TSC that the company had not received a written or electronic request regarding adding Hladyshenko to the list.
According to him, on April 11, Iryna Mudra called him. After that, the competition commission asked to consider additional Ukrainian candidates, in particular Mykola Hladyshenko and Oleksandr Shchur.
AMROP provided their profiles and evaluation results to the commission, after which the commission conducted interviews with the candidates.
Representatives of the recruiting company explained that they did not make final personnel decisions but served as consultants. The client of their services was the competition commission, which determined the candidates for subsequent appointment.
Liegis also confirmed that Mudra requested that preliminary selection results be sent for consultations with the National Bank. According to him, this happened even before one of the candidates - Eva de Falk - withdrew her candidacy.
De Falk was on the initial shortlist with one of the highest scores, was determined the winner by the competition commission and approved by the Cabinet of Ministers, but later turned down the position. She did not inform the recruiting company of the reasons for her decision.
The Ministry of Finance also did not support Hladyshenko's candidacy
During the TSC session, it came to light that the Ministry of Finance also did not support Hladyshenko's candidacy for the position of independent member of the supervisory board of Sense Bank.
According to TSC Chairman Yaroslav Zheleznyak, the Ministry of Finance had comments similar to those of the HR company - primarily regarding the candidate's insufficient managerial experience.
During the discussion, Hladyshenko's previous work at "Delta Bank" was also mentioned. This bank was declared insolvent by the NBU in March 2015, and in October of that year the regulator revoked its banking license and began liquidation.
According to Ministry of Finance representatives, after Hladyshenko joined the supervisory board anyway, its members independently elected him chairman. The ministry said they were surprised by this decision.
Who is Mykola Hladyshenko
The Cabinet of Ministers appointed Hladyshenko as an independent member of the supervisory board of Sense Bank on June 18, 2025, along with other candidates selected through a competitive procedure. He became chairman of the supervisory board in October 2025.
According to official reports of Sense Bank, Hladyshenko was born in 1983 and has a legal education - he graduated from the Interregional Academy of Personnel Management with a degree in "Jurisprudence".
From November 2022 to June 2025, he worked as Deputy Chairman of the Board of the state-owned "Ukrainian Financial Housing Company" ("Ukrfinzhytlo"), and later became an advisor to the chairman of its board. Before that, he managed a number of private financial and other companies and practiced law.
In August, Hladyshenko was finally removed from the supervisory board
Hladyshenko's name came into the spotlight again after NABU and SAPO investigations into the legalization of UAH 150 million, which, according to investigators, were introduced into legal circulation through accounts of shell companies to post bail for one of the suspects in the "Midas" case.
NABU reported that among the 12 suspects in the case were the chairman of the supervisory board of Sense Bank, the chairman of the bank's board, and the head of its financial monitoring department. According to "Ekonomichna Pravda", this refers, in particular, to Hladyshenko, and the funds were used for bail for former minister Herman Halushchenko.
On August 19, the Cabinet of Ministers suspended Hladyshenko's powers for six months. The government explicitly explained this by the need to neutralize risks of improper work by the supervisory board, including those related to possible use of the bank for money laundering and inadequate control over financial monitoring procedures.
Already on August 21, the Cabinet of Ministers early terminated his powers. The basis was information from the National Bank that Hladyshenko did not meet qualification requirements, established during banking supervision.
Hladyshenko himself denied the accusations regarding Sense Bank's operations. He said that bail funds came to the bank via wire transfer from other banks, and that automatic financial monitoring procedures, which investigators claim were tampered with, cannot simply be "turned off". He denies his involvement in wrongful acts.
Earlier, during the TSC session, Hladyshenko also stated that he did not know and did not communicate with Timur Mindich and Oleksandr Tsukerman.
