Zelenskyy dismissed an SBU official after a scandalous shootout in Kyiv

President Volodymyr Zelenskyy dismissed Oleh Khramov from the post of Head of the Department for the Protection of State Secrets and Licensing of the Security Service of Ukraine. The decision was made amid a scandalous shootout in Kyiv between representatives of the SBU and servicemen who the media associate with the Main Intelligence Directorate of the Ministry of Defense.

The relevant decree No. 868/2026 Zelenskyy signed on September 2.

"To dismiss Oleh Vitaliyovych Khramov from the post of Head of the Department for the Protection of State Secrets and Licensing of the Security Service of Ukraine", - the document says.

The reasons for the personnel decision are not indicated in the decree. At the same time, it took place on the same day that the president publicly reacted to the armed conflict between certain units of the SBU and the Main Intelligence Directorate in Kyiv and announced personnel decisions based on its results.

Zelenskyy called the situation "absolutely shameful" and stated that the Prosecutor General and the State Bureau of Investigation must step by step establish all the circumstances of the event, verify the testimonies and statements of its participants.

According to the president, internal investigations must be conducted in both special services, and their leaders must make personnel decisions regarding those involved in the incident.

"Shooting here, in Ukraine, is only allowed at Russian occupiers to defend Ukraine. No other shootout will ever be perceived by our state as something permitted to anyone", - Zelenskyy emphasized.

The conflict itself occurred in the morning of September 2 in the Dniprovskyi district of Kyiv. According to media reports, SBU officers and representatives of the Main Intelligence Directorate took part in it. Law enforcement officers and investigators of the State Bureau of Investigation arrived at the scene.

The SBU stated that its officers were conducting investigative actions in a case about the preparation by Russian special services of a terrorist act against one of the representatives of the Russian opposition movement. According to the service's version, during the searches the investigative group was attacked by representatives of one of the units of the Defense Forces.

Media linked the conflict to the case of Deputy Commander for Combat Work of the "Russian Volunteer Corps" Stepan Kaplunov. It was also reported about casualties as a result of the clash.

At the same time, the President's Office did not officially claim that Khramov's dismissal was directly related to the shootout. The decree contains only the decision to terminate his powers.
