"Avtostrada" received large infrastructure contracts worth billions of hryvnias
The group of companies "Avtostrada" of businessman Maksym Shkil received about one and a half dozen contracts worth a total of 11.41 billion UAH within one week. The main amount for the company came not from road works, but from projects for the construction and reconstruction of main water pipelines.
This is reported by "Nashi Groshi" based on the analysis of procurements published in the Prozorro system from August 30 to September 5.
In total, about 69 thousand procurement notices worth 54.8 billion UAH were published in Prozorro during this period. "Avtostrada" became the largest recipient of new contracts for the week - their total value reached 11.41 billion UAH.
The largest contract - water pipeline to Uman
The most expensive of the new contracts of "Avtostrada" was the reconstruction of the main water pipeline Bila Tserkva - Uman. The Service for Restoration and Development of Infrastructure in Dnipropetrovsk Oblast ordered works worth 9.03 billion UAH.
By the end of 2027, it is planned to reconstruct about 118 km of the main water pipeline, which should provide Uman with drinking water. Its design daily capacity will be 25 thousand cubic meters.
The project also includes repair of the first lift pumping station in Bila Tserkva, replacement of pumping units and shut-off valves, installation of backup power supply, as well as automation and dispatching systems.
Design and expertise should cost 95.29 million UAH, and construction, installation and commissioning works - 8.93 billion UAH. At the same time, for 2026 the project financing currently amounts to 4.29 million UAH from the special fund of the budget of Uman.
The procurement was conducted without open tenders. In the justification, the customer referred to urgent need and circumstances that do not allow meeting the deadlines of a competitive procedure.
It is noted that the current water pipeline provides about 80% of Uman needs, however, due to its wear and tear, water losses exceed 50%. Over the last year, the water pipeline operation was stopped 39 times.
Two more water pipelines - near Nikopol
Besides the Bila Tserkva - Uman project, "Avtostrada" received two more orders for water pipelines near Nikopol in Dnipropetrovsk Oblast worth about 290 million and 210 million UAH. According to "Nashi Groshi", these contracts were also issued without open tenders, citing the urgent need for water supply after the destruction of the Kakhovka HPP.
The procurement for all three water pipelines was transferred to the Service for Restoration and Development of Infrastructure in Dnipropetrovsk Oblast.
"Nashi Groshi" also analyzed part of the estimate of the largest project - the water pipeline to Uman. According to the publication's assessment, the prices for sand and concrete generally correspond to market indicators. At the same time, pipes and cables are currently listed in small quantities, and more detailed data on materials are planned to be added after the completion of design and expertise.
Almost a billion - for the Kyiv-Chop highway
Among the large road contracts of the week, "Avtostrada" also received a contract from the Restoration Service in Rivne Oblast for 969.62 million UAH.
It provides for current repair of separate sections of the state road M-06 Kyiv - Chop.
LLC "Group of Companies "Avtostrada" belongs to LLC "MS Capital", the ultimate beneficiary of which is businessman Maksym Shkil.
