Recipients of "Winter Support" for the heating season determined in Ukraine

The Cabinet of Ministers has approved the procedure for providing one-time cash assistance "Winter Support" for the heating season 2026/27. Vulnerable households in designated frontline communities will be able to receive 19,400 UAH each.

The assistance is stipulated by Cabinet Resolution No. 1084 of September 3. It will be provided to people actually residing in designated communities of Donetsk, Zaporizhzhia, Dnipropetrovsk, Kherson, Kharkiv, Sumy, Mykolaiv, and Chernihiv oblasts. Temporarily occupied territories are not covered by the program.

The payment amount is 19,400 UAH per household and does not depend on the number of people in it. According to the Ministry of Social Policy, more than 380,000 households, with about 1 million people, are expected to receive support. The total funding for the program exceeds 7.4 billion UAH.

People with disabilities, single pensioners, internally displaced persons, recipients of housing subsidies, large and foster families, single mothers, families with children with disabilities, family-type children's homes and foster families have the right to assistance. 

People who do not receive a corresponding pension or social assistance, but have a disability, are single incapacitated persons of retirement age or members of large families can also receive the payment. In such case, the right to assistance must be confirmed with documents.

Applications are accepted from September 1 to October 30, 2026. One adult capable family member or a legal representative can submit them. You can apply to the territorial body of the Pension Fund, the Administrative Service Center (TsNAP), and if technically possible - to local self-government bodies or military administrations.

For registration, documents proving the identity of the applicant and household members, their tax numbers, confirmation of place of residence, and, if necessary, documents on the status that gives the right to assistance are required. For IDPs, such confirmation may be a certificate of registration.

The money will be paid once for the entire heating season. It can be received on the bank account indicated in the application using the IBAN standard or in cash through an organization that delivers pensions and cash assistance. Payments must be made by November 30. 

According to the Ministry of Social Policy, funding will be provided, in particular, by funds from international and national humanitarian organizations and resources attracted through a special humanitarian account.
