Tender for repairs of a shelling-damaged building in Kyiv reveals inflated prices
The municipal enterprise "Zhytloinvestbud-UKB" ordered the restoration of a high-rise building on Lisovyi massif in Kyiv damaged by a Russian attack for UAH 35.84 million. Journalists from "Nashi Hroshi" discovered in the estimate a number of materials at prices higher than market prices and estimated possible overpayment on the verified items at over UAH 350 thousand.
This concerns a building at 40 Bratyslavska Street in the Desnianskyi district, which was damaged during the Russian missile and drone attack in October 2025. Restoration work is planned to be completed by May 2027.
The contract was awarded to LLC "Trade and Installation Company "Ukrspetsmontazh". The project involves restoring damaged floor slabs, balconies and external walls, repairing partitions, floors and finishing in ten apartments. Also, windows and doors are to be replaced, common areas in two entrances repaired, and the facade insulated.
"Nashi Hroshi" compared a number of items in the estimate with current retail prices. The biggest difference was found for interior paint Mattlatex Luxe Pro8: the estimate includes it at UAH 260 per kilogram, while in large stores journalists found it at approximately UAH 87-90. Thus, the estimated price is almost three times the retail price.
Linoleum Beau Floor Patio 967L was priced at UAH 670 per square meter, while the offers found by journalists were around UAH 508-514. Pebble plaster Ceresit CT137 was included at UAH 56 per kilogram compared to approximately UAH 42-45 on the market.
The estimate also includes 27 sets of Profea bathtubs at UAH 9.1 thousand each. In retail, such sets at the time of the check could be purchased for about UAH 7.5-7.6 thousand.
According to "Nashi Hroshi" calculations, on only four thoroughly verified items – bathtubs, paint, linoleum, and plaster – the potential overpayment amounts to about UAH 353 thousand. However, this is an estimate by journalists based on comparing the estimated prices and available market prices, and is not the amount of damages established by supervisory authorities.
The contractor received the order without competition: no other participant submitted a bid for the open tender. "TMK "Ukrspetsmontazh" has received government orders worth over UAH 122 million since 2016.
"Zhytloinvestbud-UKB" is subordinate to the Department of Construction and Housing Provision of the Kyiv City State Administration. The enterprise is headed by Oleksandr Akimov, and the relevant department in the city administration structure is overseen by Deputy Head of Kyiv City State Administration Vyacheslav Nepop.
