Odessa beach reconstruction ordered without competition: overpriced items found in estimate
The Department of Engineering Protection of the City Territory and Coastal Development of the Odessa City Council ordered the reconstruction of a section of the "Otrada" beach for UAH 35.45 million. The only bidder was LLC "Kapri Top". After analyzing the estimate, journalists from "Nashi Groshi" found a number of materials whose prices significantly exceed the market offers they cited.
It concerns the reconstruction of a beach section between groins No. 6-B and No. 6-V. The works are to be completed by the end of May 2027.
The project includes arranging utilities, renovating tiles on the embankment alley, replacing worn-out stairs and fences, installing a ramp, handrails, a lift and a canopy. It is also planned to mount modular premises for administration, medical aid, a toilet and storage of watercraft.
The works will be financed from the local budget. UAH 4.78 million is provided for 2026; the bulk of expenses is planned for 2027.
According to "Nashi Groshi", the contract price is fixed and includes about UAH 1.7 million to cover inflation risks.
When analyzing the estimate, journalists paid attention to the cost of building materials. In particular, concrete paving slabs 70 mm thick were priced at UAH 1,764 per square meter.
For comparison, journalists found offers from Odessa suppliers starting at about UAH 520-545 per square meter. Other manufacturers offered similar slabs at about UAH 750-1,400 depending on characteristics and color.
Another item - Portland cement M400 - is included in the estimate at UAH 16,000 per ton. "Nashi Groshi" cite supplier offers from about UAH 6,276 to UAH 10,400 per ton depending on the grade and characteristics of the material.
According to journalists, just on the analyzed items the possible difference between the estimated and listed market prices could exceed UAH 2 million.
At the same time, this sum is a calculation by "Nashi Groshi" based on comparing the estimate with available supplier offers and is not a fact of overpayment established by regulatory or law enforcement bodies.
Journalists also paid attention to labor costs included in the estimate. The average monthly salary of one worker at full employment and work grade 3.8 was set at UAH 23,812. At the same time, the average salary in construction job vacancies in Odessa on Work.ua, according to their data, was about UAH 35,000.
The contract went to LLC "Kapri Top" without competition - no other bids were submitted for the open tenders.
The company was registered in Odessa in 2021. Its owner is Maria Marchenko, and its director is Victoria Havrychko. According to open registers, the company regularly participates in state and municipal procurement.
The customer required, in particular, to confirm the availability of the necessary construction machinery and equipment, at least ten qualified workers, a foreman and a chief engineer, as well as experience in performing similar works.
