Ukraine launches online IMEI check for legal smartphone import

The State Customs Service has launched an online service that allows you to check by IMEI whether data about a specific mobile phone is in its customs clearance information in Ukraine.

The service is available to citizens and businesses directly on the State Customs Service website. To check, simply enter the device's IMEI and click the "Search" button. The system will show whether this number appears among the customs clearance data for mobile phones processed since September 4, 2026. 

IMEI is a unique international mobile equipment identifier. You can find it by dialing *#06#, in your smartphone settings, or on the packaging.

If the device supports two or more SIM cards and has multiple IMEIs, the State Customs Service recommends checking each number separately. 

Where customs gets IMEIs from

The new service became possible after changes to mobile phone declaration rules. From September 4, 2026, when importing and clearing goods under HS codes 8517 13 00 00 and 8517 14 00 00, importers are required to include the IMEI of each phone in the customs declaration.

Previously, customs explained that this mechanism was introduced to combat illegal imports of mobile equipment and increase market transparency. IMEI data now forms a separate structured array that can be used to verify the origin of devices.

For buyers, the service can be an additional way to check a smartphone before purchase, and sellers and importers will be able to confirm that a specific device’s IMEI is included in customs clearance data.

What this check does not show

The State Customs Service separately emphasizes that the service only confirms the presence of an IMEI in customs data. It does not determine the authenticity of the smartphone, its warranty status, carrier locking, or whether the device is listed as stolen.

Also, the service database covers customs clearances only from September 4, 2026. Therefore, the mere absence of an IMEI in the new database does not provide information about the device’s clearance before that date.

The State Customs Service expects that open access to such information will help buyers check devices before purchase, and help government agencies identify risks of illegal import and circulation of mobile equipment.
