The Rada has taken on excessively noisy cars and motorcycles: the document passed the first reading

The Verkhovna Rada in the first reading supported a bill that introduces separate administrative liability for driving cars and motorcycles exceeding the permissible noise level. During martial law, fines can reach 34 thousand UAH.

This refers to bill No. 15358. The Parliament on September 16 adopted it as a basis with further refinement for the second reading. 261 people's deputies voted for the decision. The new fines do not yet apply - for this, the document must pass the second reading and further legislative procedure.

The bill provides for liability for driving a vehicle whose noise level exceeds established standards. During martial law, for the first violation a fine of 1,000 non-taxable minimum incomes of citizens is proposed - 17 thousand UAH.

For a repeat violation within a year during martial law, the fine is proposed to be increased to 2,000 non-taxable minimums - 34 thousand UAH. The bill also provides for the possibility of depriving the right to drive vehicles for a period of three to six months for repeated violations. 

After the end of martial law, sanctions are provided smaller: 8.5 thousand UAH for the first violation and 17 thousand UAH - for a repeat within a year.

The authors of the initiative explain the need for changes not only by the fight against excessive urban noise. During the war, loud engines and modified exhaust systems can create sounds similar to the operation of enemy drones. The Verkhovna Rada noted that this can cause acoustic disorientation of air defense units and mobile fire groups.

The bill was registered on June 26, 2026. On September 14, the profile committee recommended adopting it as a basis, and after the vote on September 16, the document received the status of being prepared for the second reading.
