He had a weapon: proceedings opened after a forceful incident during mobilisation in Lviv

After an incident during mobilization events in Lviv, the video of which was circulated on social media back on August 27, criminal proceedings have been opened. The investigation is being conducted by the territorial department of the State Bureau of Investigation, and the Ukrainian Parliament Commissioner for Human Rights, Dmytro Lubinets, in the wake of the event, called for changes to mobilization procedures.

Lubinets reported the start of the investigation on September 18. In the screenshot he published, dated August 27, social media users shared videos of a scuffle between people in military uniform and civilians in Lviv that day.

The video shows people in military uniform using force against civilians and forcibly putting one of the men into a car.

Separately, a photograph from this incident was circulated online, showing a man in police uniform holding a weapon. Therefore, the episode with the weapon should not be directly attributed to representatives of the Territorial Recruitment Center (TRC).

After the incident, Vitalii Nikulin, the representative of the Commissioner in the system of security and defense sector bodies, contacted the Prosecutor General's Office with a report of a possible criminal offense.

The information was entered into the Unified Register of Pre-trial Investigations under Part 2 of Article 365 of the Criminal Code of Ukraine — abuse of power or official authority by a law enforcement officer, if accompanied by violence, threat of its use, use of weapons or special means.

The pre-trial investigation is being conducted by the territorial department of the State Bureau of Investigation in Lviv. Investigators must provide the final legal assessment of the actions of each participant in the incident.
