In Kyiv, overpaid more than 700 thousand UAH for leaf removal from schools - accountant notified of suspicion

The accountant of the Education Department of the Podilskyi District State Administration in Kyiv was notified of suspicion of embezzlement of budget funds through the procurement of services for the removal of leaves and branches from the territories of educational institutions. According to the investigation, due to the inflated cost of the work, the budget overpaid more than 700 thousand UAH.

As reported by the Kyiv City Prosecutor's Office, the procurement was conducted in 2023. The accountant of the Education Department was an authorized person for public procurement.

According to the investigation, she ensured the conclusion of an agreement between the Education Department of the Podilskyi District State Administration and a municipal enterprise for the maintenance of green spaces in the Podilskyi district.

The agreement involved the removal of fallen leaves and branches from the territories of educational institutions. The total cost of such services exceeded 2.8 million UAH.

Law enforcement officers found that the removal price was significantly inflated. As a result, according to the investigation, the budget overpaid more than 700 thousand UAH for the work - approximately a quarter of the total contract amount.

The accountant was notified of suspicion under Part 4 of Article 191 of the Criminal Code of Ukraine - embezzlement of property on a large scale, committed by prior conspiracy by a group of persons under martial law.

The sanction of the article provides for imprisonment for a term of five to eight years with possible deprivation of the right to hold certain positions or engage in certain activities for up to three years.

The pre-trial investigation is being conducted by investigators of the Podilskyi Police Department of Kyiv with operational support from the Strategic Investigations Department. Currently, this is a suspicion, and the guilt of the person must be established by the court.
