Over half a million companies in Ukraine have delegated signature authority

In Ukraine, 551,328 companies have, besides the director, at least one signatory - a person authorized to perform certain actions on behalf of the business. This is 38% of all registered companies in the country.

According to Opendatabot, as of September 2026, the Unified State Register contains 603,304 such signatories. Meanwhile, 897,893 companies, or 62% of the total number, have no separate signatories.

A signatory can, in particular, conclude contracts, submit documents for state registration, and perform other actions on behalf of the company. However, the scope of their powers is not standard: the specific rights and limitations of each representative are indicated in the USR.

A company may, for example, set a maximum limit for transactions that a signatory can conclude independently, or restrict their powers to certain types of operations.

According to Opendatabot, delegating part of the director's functions has become especially relevant during the full-scale war. Due to mobilization, shelling, communication problems, or other circumstances, the company's director is not always able to promptly sign documents or carry out the necessary operation.

Having an additional authorized representative allows a business not to tie critically important processes to one person and to continue operating even during their temporary absence.

At the same time, one person can be a signatory for several companies at once. According to the register, the current record holder represents 246 legal entities.

Opendatabot emphasizes that before concluding agreements, it is important to check not only whether a person has the right to sign, but also the limits of their authority and the current status of the entry in the state register.
