A community in Dnipropetrovsk region handed out hundreds of millions of hryvnias for the construction of gas boiler houses without tenders
The municipal enterprise "Ternivske Housing and Communal Enterprise" in Dnipropetrovsk region concluded ten contracts with PE "Spetsbudmontazh-21" for the construction of gas boiler houses with a total value of 440.53 million hryvnias. All agreements were signed on August 20 without open tenders.
This is reported by "Nashi Groshi" with reference to Prozorro system data. By December 1, 2027, ten separate block-modular gas boiler houses with a capacity of 1 to 4 MW are to be built in Ternivka, Dnipropetrovsk region.
The contracts provide not only for the purchase of the boiler houses themselves and components, but also for the development of design documentation, obtaining expert opinions, and performing construction and installation works.
However, manufacturers, models, and detailed equipment configuration are not specified in open data. Therefore, it is impossible to accurately compare the cost of the boiler houses with similar purchases. According to approximate calculations by "Nashi Groshi", the price per megawatt of installed capacity in different contracts ranges from $281 thousand to $966 thousand including works.
The most expensive in terms of capacity is the contract for a 1 MW boiler house for 43.16 million hryvnias - approximately $966 thousand per MW. Another boiler house of the same capacity was ordered for 38.55 million hryvnias, or approximately $862 thousand per MW.
Instead, a 4 MW boiler house will cost 50.22 million hryvnias, which corresponds to approximately $281 thousand per MW. A 3.5 MW boiler house was ordered for 46.55 million hryvnias, or about $298 thousand per MW.
For comparison, recently in Smila, Cherkasy region, the construction of gas boiler houses with a capacity of 3.4-5.2 MW was ordered through competitive tenders for approximately $201-241 thousand per MW. However, those contracts did not include design and expertise.
In Kamianske, Dnipropetrovsk region, in August, the construction of larger gas boiler houses with a capacity of 8-18 MW was ordered at approximately $384-503 thousand per MW. There, as in Ternivka, the contracts include design, expertise, equipment, and installation works.
The purchases in Ternivka were made without open tenders on the basis of special rules effective in 2026. They allow direct purchase of block-modular boiler houses and related works to prevent or eliminate the consequences of emergency situations within comprehensive stability plans of regions and cities.
All ten contracts were awarded to Dnipro-based PE "Spetsbudmontazh-21". According to "Nashi Groshi", the company is managed by Oleksii Telnov, and its founders are Halyna Telnova and Mykola Staniyi. Since 2018, government and municipal contracts totaling 4.69 billion hryvnias have been concluded with the enterprise.
