Family of Vitaliy Kim may use an apartment in an elite residential complex and a Porsche that are not in his declaration - investigation
The family of the Minister of Veterans Affairs Vitaliy Kim may be using an apartment and a parking space in the capital's residential complex "Novopecherski Lypky" and a Porsche Macan car that are not indicated among the assets in his declaration. In addition, journalists from Bihus.Info traced the connections of Kim's long-time business partner with a hunting enterprise in Cherkasy region, which has about 18 thousand hectares of hunting grounds at its disposal.
This is stated in the Bihus.Info investigation published on September 21. At the same time, the journalists do not claim that all these assets belong to Kim himself: some are registered to companies or other persons, and the possible use by the minister's family was established on the basis of indirect evidence. Kim denied using part of the assets and provided his explanations.
Kim headed the Ministry of Veterans Affairs on July 16, 2026. Before that, from 2020, he headed the Mykolaiv Regional Administration, and after the start of the full-scale war - the regional military administration.
Apartment in "Novopecherski Lypky"
According to Bihus.Info, in the summer of 2025, LLC "Media Group", which belongs to the minister's wife Yulia Kim, purchased an apartment with an area of more than 100 square meters and a parking space in the residential complex "Novopecherski Lypky" in Kyiv. Journalists estimated the then market value of the apartment without renovation together with a parking space at about $350 thousand.
Kim's official declaration for 2025 does indeed indicate Yulia Kim as the owner of 100% of LLC "Media Group". At the same time, the apartment itself is not listed in the family's real estate, since, according to the journalists, the legal entity is the owner of the object. This in itself is not evidence of a violation of declaration rules.
Bihus.Info also tried to establish whether the minister's family uses this real estate. At the end of August, journalists noticed a Volkswagen Touareg with cover license plates in the parking lot of the complex, similar to a car rented by Kim. Later, the same car left the residential complex, and in the passenger seat journalists recorded a man who looked like the minister.
Kim stated to Bihus.Info that he does not use either the apartment or the parking space. According to him, the real estate was purchased by his wife's company on credit. When asked by journalists about the company's finances, he replied that Yulia Kim's sole proprietorship has income, and the family's funds were reflected in the declaration.
Porsche of a former business partner's company
Journalists also recorded a Porsche Macan at the parking space owned by Yulia Kim's company. According to their data, in 2024 Yulia Kim received a fine while driving this car.
The car is registered not to the minister's family, but to the construction company "S-Develop" of Roman Serbenov. According to Kim himself, Serbenov was previously a director in his construction companies, and also together with him managed the Mykolaiv basketball club.
The Porsche is not indicated in Kim's declaration. The minister explained to journalists that his wife rented the car for less than 180 days, so, in his opinion, it should not have been reflected in the declaration upon leaving the position of head of the regional state administration. Serbenov, for his part, confirmed to Bihus.Info that his company purchased the Porsche in 2022 and subsequently leased it to Yulia Kim.
Family income and savings
Journalists also drew attention to the family's financial indicators for 2025. According to their calculations, the savings indicated in Kim's declaration did not decrease over the year, but increased by about 6.5 million UAH, despite his wife's company purchasing an apartment.
The 2025 declaration shows that Kim received about 2.14 million UAH in salary at the Mykolaiv Regional State Administration, and his wife declared about 3.48 million UAH in business income and other income. In total, Bihus.Info estimates the family's official income for the year at about 7 million UAH before tax.
Among the declared monetary assets are cash dollars and hryvnias, funds in Ukrainian accounts, as well as savings of Kim and his wife in Banco Santander.
18 thousand hectares of hunting grounds
Another part of the investigation concerns the "Kaniv Left Bank Hunting Enterprise" in Cherkasy region, which has about 18 thousand hectares of hunting grounds in use.
In 2025, Oleksandr Stepanov, a long-time business partner of Kim, appeared among the owners of the enterprise. According to journalists, he previously had joint business with both the current and former wife of the official. Andriy Halkin became another co-owner; a person with that name was previously an assistant to People's Deputy Roman Ivanisov.
Stepanov told Bihus.Info that he is not fond of hunting, has hardly visited the base, and even does not know his new business partner. This became one of the arguments on the basis of which journalists assumed that the official owners may represent the interests of other persons. No evidence that the hunting enterprise actually belongs to Kim is provided in the article.
Kim himself confirmed that he had been to this base several times for hunting, but, according to him, he came there "by invitation of friends." He also said that it was during a hunt in 2020 that he met People's Deputy Roman Ivanisov.
According to Bihus.Info, the head of the parliamentary faction "Servant of the People" Davyd Arakhamia could have visited the base together with Kim. The journalists present this as information they received, not as an established fact.
