New Sanctions Bill Against Russia Introduced in the U.S. House of Representatives

A bipartisan bill providing for large-scale sanctions against Russia and expanded restrictions on Iran has been introduced in the U.S. House of Representatives. The initiative was presented by Republican Michael McCaul, Democrat Steny Hoyer, and 16 other members of Congress.

The document is titled the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 and is registered under number H.R. 10076. It mirrors the version of the bill that the U.S. Senate approved on August 7 by a vote of 86 to 11.

The bill mandates sanctions against Russian leadership, oligarchs, state-owned enterprises, banks, and energy projects. Vessels from Russia's shadow fleet, companies, and citizens of other countries that assist Moscow in evading sanctions may also be subject to restrictions.

The U.S. President will have the authority to impose tariffs of up to 100% on imports from countries that are among the top five buyers of Russian oil or gas. Similar measures may be applied to states that are the biggest facilitators of oil sanctions evasion.

A separate section of the document addresses Iran. It provides for extending the U.S. law on sanctions against Iran's energy and arms sectors until 2031.

Michael McCaul stated that the bill aims to cut off the financial flows that Russia uses to wage war against Ukraine. Steny Hoyer called the initiative a signal of bipartisan support for Ukraine in the U.S. Congress.

The date for consideration of the document by the House of Representatives has not yet been set. To take effect, the bill must be passed by both houses of Congress in identical form and signed by the U.S. President.
