Road contracts for 3.7 billion UAH were distributed in Khmelnytskyi region, but there is almost no money for 2026
The Infrastructure Restoration and Development Service in Khmelnytskyi region has concluded three major contracts for the operational maintenance of state highways with a total value of about 3.71 billion UAH. At the same time, only 300 thousand UAH of funding is provided for these contracts in 2026.
This is reported by "Nashi Groshi" based on the analysis of the largest procurements published in the Prozorro system.
Who got road contracts
The largest contract worth 1.66 billion UAH was awarded to the "Autostrada" group of companies of Maksym Shkil. It concerns the operational maintenance of 861.2 km of state roads in Khmelnytskyi region.
Another contract for 1.165 billion UAH went to "Dorozhni Mashyny" company. It will service 477.7 km of roads.
The third agreement worth 889.7 million UAH was concluded with "Budinterkomplekt" company. It provides for the maintenance of another 370.6 km of state highways.
Thus, the total value of the three contracts is about 3.715 billion UAH.
According to "Nashi Groshi", "Autostrada" and "Dorozhni Mashyny" competed with each other in tenders. At the same time, in the bidding where "Budinterkomplekt" won, there were no other participants.
Only 300 thousand hryvnias are provided for 2026
The contracts are designed for about two years - until the summer of 2028. However, the main part of their cost falls on the following budget periods.
For 2026, only 100 thousand UAH is provided in each of the three contracts. That is, only 300 thousand UAH is planned this year for all contracts with a total value of over 3.7 billion UAH.
This is less than 0.01% of the total amount of the contracts. The remaining financing was deferred to subsequent years with the expectation that the relevant expenditures will be provided in future state budgets.
"Nashi Groshi" notes that currently there is no such funding in the state budget. That is, the actual execution of the contracts in the declared volumes will depend on the allocation of funds in the following years.
How contractors' prices differed
The publication also compared the prices of companies for the main types of road works. For the two largest positions by volume, the lowest prices were offered by "Dorozhni Mashyny" and "Autostrada".
The most expensive rates for a number of positions were those of "Budinterkomplekt", which received its contract without competition in the bidding.
The list of works includes restoration of worn asphalt concrete pavement, elimination of potholes, milling of old asphalt, installation of new layers of road pavement and other works on the operational maintenance of highways.
