Fedorov hired without competition and immediately submitted for booking - head of the East Europe Foundation
The "East Europe" Foundation created a staff position, which was first filled by former minister Mykhailo Fedorov, and submitted him for reservation immediately after employment. No competitive selection was conducted for the position. The circumstances of Fedorov's employment were reviewed by the parliamentary temporary investigative commission on September 14.
This was announced during the TSC meeting by the president of the "East Europe" Foundation, Viktor Liakh.
According to him, Fedorov works as an advisor to the foundation's president on strategic issues. Liakh confirmed that the staff position was created recently, and Fedorov became the first person to hold it.
The head of the foundation also reported that no competitive selection was conducted. According to him, the decision to offer the job to Fedorov was related to his experience and previous cooperation with the organization.
Liakh said that he himself contacted Fedorov after the government's resignation on July 14 and offered him the job. The parties signed the employment contract on July 17, 2026. Fedorov was submitted for reservation immediately after employment.
To questions from TSC members about whether there were other cases in the foundation where an employee was submitted for reservation practically immediately after being hired, Liakh replied that the relevant procedures are handled by the HR department and that the documents were submitted in a lawful manner.
According to him, Fedorov is the only one among the foundation's employees and reserved staff who previously worked at the Ministry of Digital Transformation or the Ministry of Defense.
During the TSC meeting, it also came to light that Mykhailo Fedorov became the last employee of the "East Europe" Foundation to be reserved within the quota available to the organization.
Foundation president Viktor Liakh said that in total, 64 people work under employment contracts in the organization. Of them, 33 are liable for military service, and 16 employees have reservations.
According to Liakh, the "East Europe" Foundation has the status of a critically important organization as an executor of strategic programs and therefore can reserve up to 50% of employees liable for military service. The foundation received this status in 2023 by decision of the Secretariat of the Cabinet of Ministers.
To a clarifying question from TSC members, Liakh confirmed that Fedorov actually became the last employee to be reserved within this 50 percent quota.
During the meeting, the TSC also raised the issue of Fedorov's remuneration. Liakh stated that his salary is not paid from funds allocated by donors for specific projects, but payments are made from the foundation's internal resources. At the same time, he acknowledged that such resources are also formed, in particular, from donor contributions. The head of the foundation did not publicly disclose Fedorov's salary and promised to provide this information in writing.
Separately, commission members raised the issue of possible anti-corruption restrictions. They noted that less than a year passed between Fedorov's work in a government position and his employment at the foundation, while he had previously cooperated with this organization as an official.
Liakh stated that he cannot independently assess whether a violation of anti-corruption legislation arises in this situation. The TSC decided to appeal to the National Agency on Corruption Prevention for clarification.
At the same time, the appeal to NACP itself does not establish a violation by Fedorov or the foundation. The commission asks the agency to provide a legal assessment of the circumstances of his employment after completing work in a government position.
