NBU denies Ukrposhta statement on mandatory personal data printing on receipts

The National Bank announced that it did not require indicating the tax number or full bank card number on paper receipts when paying for housing and communal services. Earlier, Ukrposhta explained the introduction of such printing by the regulator's requirements.

The NBU called the information disseminated by the company as not corresponding to the content of current regulations and distorting the rules established by the regulator. The National Bank stressed that its requirements do not stipulate mandatory printing of these personal data on receipts for utility services. 

Starting August 1, Ukrposhta began to indicate the full name and registration number of the taxpayer's account card on paper checks. When paying by card or topping it up, the company also decided to print the full card number. Ukrposhta claimed that this was stipulated by NBU resolutions No.163 and No.103.

The National Bank explained that regulatory requirements for information accompanying the payment should not be equated with the requisites that must be printed on the paper receipt.

In addition, when paying for housing and communal services, the consumer may not fill in the surname, first name, patronymic and tax number. This rule is fixed by NBU resolution No.20 dated February 26, 2026.

Thus, according to the regulator's position, Ukrposhta's decision to print the full tax number and bank card number on utility payment receipts is not a direct requirement of the NBU.

At the same time, the clarification applies specifically to payment for housing and communal services. For other payments and transfers, the list of required information depends on the type of operation and the method of its conduct.

Earlier, Ukrposhta stated that it does not support printing personal data on paper documents, but is forced to comply with the regulator's requirements. The company also urged customers to destroy unwanted receipts at home.
