"Ukrposhta" will print clients' personal data on receipts following NBU requirement

From August 1, "Ukrposhta" began including payers' personal data on paper receipts for utility and other payments. The company explained the change citing requirements of the National Bank of Ukraine.

Receipts will display the payer's full name and taxpayer registration card number. When paying by bank card or topping up a card, the full card number will also be printed.

The company references NBU Board Resolutions No. 163 dated July 29, 2022, and No. 103 dated September 25, 2018, with latest amendments. According to Ukrposhta, these requirements apply to all financial service providers, including banks and postal operators.

At the same time, "Ukrposhta" stated that it does not agree with printing personal data on paper documents as it considers this contrary to international data protection standards. The company has appealed to the NBU, the Cabinet of Ministers, the Verkhovna Rada, and the Ukrainian Parliament Commissioner for Human Rights with a proposal to review the requirements.

Customers who previously provided their taxpayer number when receiving social benefits, the "Winter Support" program, energy-saving lamps, or other services do not need to provide it again. If the data is not in the system, a branch employee will ask for it once.

Ukrposhta CEO Ihor Smilyanskyy also confirmed that the company will comply with the regulator's requirements, despite not endorsing them. The company recommends disposing unneeded receipts at home, while information about completed payments will be stored electronically.

Conversely, a clarification from the NBU dated March 2, 2026, states that when paying for utility services a consumer can omit their name and identification code. How this rule aligns with Ukrposhta's announced printing of data on receipts was not addressed in the company's statement.
